The rev limiter isn't the problem. It's the physical limits of the engine. Changing that will require changing the cam, intake, air intake/fuel intake (in this case the throttlebody), exhaust, and/or heads.
If you could make it run 4600RPM, it'd be pointless because you'd actually make less power than at 4,500.
The motor was meant to be a economic, smog, torque engine. None of that goes along with having high RPM HP. They didn't build them that way because it doesn't make them tow better or get better fuel economy.Â
