Choke not opening, running rich

The choke control is a bi-metal coil spring thermostat. When it gets hot, it expands, uncoils, takes tension off the choke rod. The function of the electrical connection and limit resistor is to run a low current through the coil causing it to heat up faster. Belongs more in the emissions bucket than the functional bucket. Primary heat source for the choke control is the exhaust crossover we just discussed elsewhere, link below.

The choke pull off vacuum can has nothing to do with your issue. When you set the choke with a throttle pump it also sets a fast idle cam. When the engine starts, vacuum kicks the choke open about an 1/8 th in part to let the fast idle cam drop down a step. The can on the valve cover is part of the pollution control spaghetti and not relevant here.

If the choke never heats enough to open that's 3 options: blown choke thermostat, fowled linkage binding things up, engine not up to temp specifically the choke well. The last one is where you need a heat camera or a handful of ice water. If the coolant thermostat area of the intake is noticeably warmer than the choke well area, yank the intake.
