Just installed rebuilt 360 into 85 RC problem is it will only run with the key in the start position,when you release the key it just shuts off.Is this a bad ignition switch or fusible link?

If you have a ballast resistor, replace it. (Small ceramic box on or near the driver fenderwell with several wires going in & out)

If you do not have standard electronic ignition (and thus no balast resistor), it is most likely the ignition switch.

I have already changed the ballast resistor with no results.

Have you checked your fusible links? Just tug on them a little. A broken one will stretch....assuming it has not burnt completely thru the insulation.
