My voltage on my '82 R/C was reading 10-11v at peak, so I put a new voltage reg on and the voltage now holds at 14 at idle and peaks at 14.8. I thought this was a little high, so I purchased another and the same reading comes up. The altenator was verified at the parts store and that checks out fine as well.
Is this normal?
If not, whats causing the problem?

Yup, normal.
The VR determines what voltage to allow the alternator to produce based on ambient temperature near the VR. The colder it gets, the more voltage the system will produce.
