I would have to say that the flat donation rate for entry into the raffle would probably be the best. Some members aren't as well off as others, so they won't be able to pitch in that extra money to get to the upper levels. But, the fact that they donated should still merit them a chance at one of the larger prizes. That's my take on it anyways.....
