Help please I just purchased a used heater controler which didn't seem to make a difference i don't see or hear any vacuum leaks any suggestions would help thanks

maybe an 89?    with heater on defrost , does fan speed seem like "high" ( fast) ? does much air come out by floor? could be whole system has leaves and such ( common) or its not switching from floor to defrost ( common)

where abouts is Bristol ?
