A good inexpensive bike?

I'm looking into riding a bicycle to work now that I actually live close. I'm wondering what brand would be good quality while keeping the cost down?

I'll mostly ride on roads, but we have pretty steep hills here in Washington and the bike will probably see a lot of wet roads. I don't think I'll take it into the mountains as I have other plans for that. ;) Any suggestions?

I use a bicycle to commute to work.It is a mountian bike with smooth tires.I installed Fenders and a luggage rack to carry change of clothes and most important my lunch.I have a light set for the winter months.It is a 20 mile trip one way so it saves a lot of gas.
