2001 ram California truck engine control

Does the 2001 Ram for California use a different engine control than the other states? The performance of my 5.2 sucks. I had a 1992 ramcharger with a 5.2 and was still getting 14.75 to 15.0 mpg with a 162,000 miles on it, my new truck will barely get 12 mpg and has far less power. Any help?
